U.S. Customs and Border Protection (CBP) has announced an important upcoming development that may create refund opportunities for importers and businesses.
Beginning April 20, 2026, CBP will launch Phase 1 of the Consolidated Administration and Processing of Entries (CAPE) system, which introduces a new electronic process for submitting certain duty refund claims directly through the ACE Portal.
This new system is designed to streamline the submission and processing of eligible refund claims, particularly those related to IEEPA duties, by allowing importers and brokers to upload entry data and receive consolidated refunds electronically.
What this means for importers
- There may be eligible entries for refunds that have not yet been reviewed
- The process requires proper data formatting, validation, and submission through ACE
- Timelines and eligibility rules apply, making early review important
